Climate change is a global issue that cannot be addressed by the United States alone. The International Energy Agency predicts that global energy-related CO2 emissions will increase 45 percent between 2006 and 2030.1 The CO2 emissions from China, India, and the Middle East will account for more than 75 percent of this projected increase. And, in 2008, China surpassed the United States as the world’s biggest emitter of CO2 from power generation, according to the Center for Global Development.
A smart climate policy should engage developing countries and provide incentives for them to reduce their GHG emissions. Without international participation, efforts by the United States alone will do little to address global climate change.
